What does this MR do and why?

This adds a security considerations section to the GitLab for Jira app documentation.

The section should answer some frequent user questions about the implementation and security details of the GitLab for Jira app.

The changes in this MR focus on access tokens. It is the first iteration towards answering all questions listed in #396424 (closed) via documentation
