Restore create_runner_machine feature flag guard

This reverts !113252 (merged) since disabling create_runner_machine fixed a duplicate key value violates unique constraint "ci_runner_machine_builds_100_pkey" error in gitlab-com/gl-infra/production#8541 (closed).
