What does this MR do and why?

Background

@jheimbuck_gl configured public projects expecting the scoping to apply.

Currently, job token scoping only applies to private projects.

This MR attempts to clarify that public projects are accessible despite any scoping rules applied.

Changes

Currently, this is documented in the example for the outbound scoping and less throughly in the section that applies to both scopes.

Here I add it to the example in the outbound section and add further detail to the main section that applies to both scopes.
