What does this MR do and why?

This is a follow-on of this !109063 (comment 1312228029) to rename ensure_prefix to require_prefix_for_validation to reduce confusion.

How to set up and validate locally

For group/project runners token:

  1. Create a group or project
  2. Go to CI/CD Settings
  3. Expand Runners section
  4. See if the runners registration token starts with GR1348941
