Revert SVG raw imports loader change

What does this MR do and why?

!112836 (merged) is breaking SVG imports as they are included as raw strings containing ES module export statements.

Let's revert that change until we can come up with a solution.

note: This also updates Yarn's lockfile that became outdated after we merged two dependency upgrades close to one another, breaking the lockfile's integrity. Re #395275 (closed).
