Use project's usage_quotas instead of direct URL

What does this MR do and why?

It updates the storage tab in namespace's usage quotas page to use project's usage quotas URL instead of direct project's URL.

How to set up and validate locally

• Have a group you're owner of that has some projects
• From left sidebar, go to Settings > Usage Quotas
• Navigate to Storage tab
• Observe the projects table where each project URL links to the project's usage quotas page
