Update pipeline failure incident
What does this MR do and why?
Removes the pipeline:expedite label mention from the pipeline failure
incident template. This template is used to guide release managers when
solving a broken stable incident. For context, pipeline:expedite usage
is forbidden on stable branches because they skip the
package-and-test pipeline.
