What does this MR do and why?

Migrates GlDropdown to GlCollapsibleListbox in Project > Settings > Monitor > Alerts section

How to set up and validate locally

  1. Go to any Project > Settings > Monitor
  2. Expand the Alerts section, switch tab to Alert Settings.
  3. The dropdown that has been changed is under Incident template (optional)
  4. You can optionally create an incident template by navigating to the project's repository and adding a .md file under .gitlab/issue_templates
