What does this MR do and why?

We have an extensive list of rules in CODEOWNERS file, some of them being optional approvals, some other being required. Any approver listed in CODEOWNER whether optional or required, represents a domain expert in the designated area.

We should leverage this feature more when choosing domain experts for reviewing merge requests. With this feature we maintain a SSoT for domain experts that is more actionable like CODEOWNERS.
