Add an ability for viewing minute summary without reporting breakdowns

What does this MR do and why?

Introduce an Overview/summary permission for viewing the usage and quota in other places in the app that arn't the usage quota page.

All users who can view builds are allowed to see the overall usage for the namespace but they cannot view the Usage Quota page with the minute usage reports and the button to purchase minutes.

This is a somewhat redundant permission which doesn't change the behavior but makes it explicit that this data should be shown to users with the ability to see builds.
