What does this MR do and why?

We tried to change ownership of the tables here: https://gitlab.com/gitlab-com/gl-infra/platform/stage-groups-index/-/merge_requests/2#note_1293495768, but that was the wrong location and were directed here as this is the SSOT.

This MR sets tables that are Elastic related to the Global Search team, how is responsible for Elastic.
