What does this MR do and why?

This reverts !112400 (merged) since it's causing warnings in Ruby 2.7 (https://gitlab.com/gitlab-org/gitlab/-/jobs/3835024619). net-protocol was originally part of Ruby 2.7, but it has since been split out as a separate gem. As a result, including this gem causes harmless redefiniton warnings. We can add this back once the Ruby 3 migration is complete.
