Reinstate "Add ci_runner_machine_builds partitioned join table" MR

This MR reinstates the reverted !111483 (merged) and adds a migration to create the first partition. The revert was done because the database could not get a lock on ci_builds table in order to create the fk_bb490f12fe_p foreign key.
