Update terraform image tag to latest release tag

What does this MR do and why?

This MR updates the terraform image tag from 1.1:v0.43.0 to 1.3:v0.50.3 (current latest release). Terraform 1.3 was released 2022-09 so it's more then time to update the template to use this current version.
