Refactor CI status composite namings

What does this MR do and why?

This MR refactors CI status composite namings.

  • Rename EXCLUDE_IGNORED_STATUSES to IGNORED_STATUSES to be clear.
  • Remove "failed" and "canceled" from IGNORED_STATUSES because they don't belong there. They are already covered by PASSED_WITH_WARNINGS_STATUSES.
  • Rename the parameter name of consume_status.
