Load partitioned index name if enabled

Closes #392377

Adds logic to load partitioned index name if enabled for an Advanced Search index. This is behind the feature flag search_index_partitioning_notes

This is currently experimental and is part of this epic: #391516

This implementation is inspired by this proof of concept: !111811 (closed)
