What does this MR do and why?

As part of the investigation about customers-gitlab-com#4874 (closed), one of the suggested improvements was to avoid checking for true-ups when customers are trying to activate a cloud license after having converted from a legacy license. This MR is a possible implementation of that logic.

It's worth mentioning that true-up checks will be revisited very soon and may be even completely deprecated.
