WIP: Resolve "Cleanup old vulnerabilities data stored in DB"

What does this MR do?

Add job that deletes periodically old vulnerabilities data (once in a week, on Sundays). Service that deletes those data is defined in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/11219

Note: this MR should be merged only after https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/11219.
