Experiment Cleanup: invite_for_help_continuous_onboarding

What does this MR do and why?

Clean up the experiment invite_for_help_continuous_onboarding which is disabled currently.

As a result of the cleanup, we want invite modal to trigger from Learn GitLab's Invite your collegues without recommending tasks (covered in #388127 (closed)) instead of redirecting to members page.

This is also to prepare for a new experiment which shows tasks in invite modal, planning steps described here: #389856 (comment 1267170714)

How to set up and validate locally

  1. If you have a test account locally with Learn GitLab onboarding experience already, skip step 2.
  2. Register a new user and landing in onboarding, detailed instructions here: !109243 (merged)
  3. Go to Learn GitLab section, click Invite your colleagues and observe.
