Updates dashboard design closer to designs and fixes navigation bug
What does this MR do and why?
This brings us closer to the actual general dashboard designs, see &8574 and https://www.figma.com/file/EYuE5P0pU5HkDTS1sQmEe4/Value-stream-dashboard?node-id=315%3A31382&t=Aw4YXT43bQ3DhLYO-0 . This doesn't tackle yet the top bar which was undecided in previous iterations how to align with rest of GL
Fixes the navigation bug going to dashboards and back, around setting full width.

How to set up and validate locally
- Make sure you are on GitLab Ultimate
- You need to set up the Product Analytics DevKit if you haven't already done so. And follow the instructions on Connecting GDK to your devkit.
- Access
/-/product_analytics/dashboards/on an product analytics activated project like[GDK_HOST]/gitlab-org/gitlab-shell/-/product_analytics/dashboards/.
