What does this MR do and why?

NOTE: We will merge this closer to %16.0. Even though the latest templates are meant to be used to hold breaking changes, we have also been offering it as an option to customers who want to run MR pipelines, and this breaking change would likely be unexpected for them.

Replace security-code-scan job with a stub in the latest template.

These changes will be moved in to the main SAST template in %16.0.
