This MR removes the feature flag ci_batch_request_for_local_and_project_includes because we confirmed that it worked as expected.

Rollout issue: #387974 (closed)

It's been enabled on GitLab.com for 1 week and we see no problem with it. To continue our future works in the same code base, we are removing it without waiting for "enabling by default".
