What does this MR do and why?

As per #387298 (closed), we are currently holding off releasing the jira_connect_oauth feature flag because it would be a breaking change for self-managed users using the manual installation workaround.

We are updating the steps to Set up OAuth authentication.

How to set up and validate locally

  1. Checkout the bmarjanovic/improve-documentation-for-jira-connect-oauth-feature-rollout branch
  2. Visit the http://gdk.test:3000/help/integration/jira/connect-app.md
  3. Validate that the docs are updated
