What does this MR do and why?

When a project is configured with a Compliance Framework and is moved, the Compliance Framework remains linked but I wasn't able to find a way to remove it. This mutation resets the Compliance Framework to a null value. I encountered this issue when a customer moved a project to a new namespace and was unable to remove the Compliance Framework.
