Enable ci_register_job_temporary_lock by default

What does this MR do and why?

Related to #323180 (closed)

This FF has been enabled on .com since it was introduced and now we're seeing customers that need it for the installations. I think there might be more customers that could benefit from it but are unaware. We should enable it by default.
