Customer reduced the active users on the SM instance, hoping it would auto-renew with the lower number. However, the quantity change was synced 4 hours after the renewal happened. (Slack message)

This MR hopes to clarify the timing of the auto-renewal, so that the customer is aware when to make and sync the changes.
