Adds bool to prevent search timeouts
What does this MR do and why?
The helper method #issuables_count_for_state can timeout if the base
query for the search is overly broad and/or unbounded. We've rescue'd
from ActiveRecord::QueryTimeout in other locations, but need to add that
here as well.
