[Board] Adding wip limits warning for grouped board
What does this MR do and why?
This MR adding warning about WIP limits to boards when it's grouped by epic. Because, currently when board is not grouped warning is showing and after grouping is not. Describe in detail what your merge request does and why.

How to set up and validate locally
- You need to have an Enterprise Version of gitlab.
- Go to any project issues board.
- Set up WIP limit for some board.
- Add more issues to this board than set limits.
- Group board by epic.
