Remove title from codeowner link
What does this MR do and why?
The title on the codeowner links are incorrect. This MR removes the title as the contents of the link are descriptive enough.

How to set up and validate locally

- Add codeowners to a file.
- Open the file via the repository files browser.
- Hovering over the codeowner link should not display a title.
