Add timestamp columns to bulk_import_trackers table

What does this MR do and why?

• Adds missing updated_at and created_at timestamps to bulk_import_trackers table.
• This allows us to utilize them in BulkImports::PipelineWorker in order to accurately calculate when timeouts should occur, instead of relying on parent entity.created_at
