What does this MR do and why?

This MR updates the @gitlab/web-ide package to include the latest changes.

One of the biggest changes is that the Web IDE now handles when a user cannot make changes to the current project.

How to set up and validate locally

1. Enable the :vscode_web_ide feature flag.
2. Open the Web IDE from a User who cannot make changes to the project.
3. Notice the modal that appears.
