Draft: Rename web_hook_calls_high back to web_hook_calls

In Rename web_hook_calls column to web_hook_calls_... (!108410 - merged), we renamed web_hook_calls to web_hook_calls_high. However, this caused issues due to a caching problem, see 2023-01-19: QA failure on PDM smoke test pipeline (gitlab-com/gl-infra/production#8264 - closed).
This is a revert to rename the column back to web_hook_calls.

Create an issue to reinstate the merge request and assign it to the author of the reverted merge request. -
If the revert is to resolve a 'broken master' incident, please read through the Responsibilities of the Broken 'Master' resolution DRI -
Add the appropriate labels before the MR is created (we can only skip CI/CD jobs if the labels are added before the CI/CD pipeline gets created)
