Clear DuplicateJobs cookies from post-deployment migration

This is a workaround for the problem described in #388253 (closed).

When doing a zero-downtime upgrade to 15.6, a GitLab instance can end up with stale DuplicateJobs cookies in Redis. This migration clears all such cookies.

This change should be back-ported to 15.6.
