What does this MR do and why?

This changes the HAML ref switcher for the Project -> Repository -> Contributors page to use our Vue RefSwitcher component, this is part of the dropdown migration epic &8528

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Go to any project
  2. Go to Repository -> Contributors
  3. Use the Ref dropdown, the functionality should be the same as before, click on the dropdown
