Add webhooks to Jira DVCS troubleshooting

What does this MR do and why?

This adds a section about webhooks to the Jira DVCS troubleshooting documentation. I don't know exactly how Jira processes the hooks but it might be helpful for users to know that they exist and how to find relevant logs.

How to set up and validate locally

  1. Open http://127.0.0.1:3000/help/integration/jira/dvcs.html#webhooks to see the new section
