What does this MR do and why?

Replace isGroupBoard and isProjectBoard getters with provide/inject.

This is refactor work to prepare Boards for Apollo migration

No user facing changes, this is a refactor.

How to set up and validate locally

Perform regression testing on Project issue boards, Group issue boards and epic boards.
