What does this MR do and why?

This MR changes how the Apple App Store integration works for the first iteration. This change limits the integration to only the project level. This is done to better control the feature rollout, and limit the complexity involved in the feature flag checks. Once this is rolled out to all projects, it will be simple to expand it to support groups and instances.
