Update docs to include deprecation notices

What does this MR do and why?

This MR adds deprecation notices for two container registry issues, Azure Storage Driver Should Default to Using th... (container-registry#854 - closed) and Removal: Support for external container registr... (#376217 - closed). Both of these deprecations will be breaking changes in 16.0. This MR updates the container registry admin docs accordingly.
