Move ~/pipeline_new to ~/ci/pipeline_new

What does this MR do and why?

For #381525 (closed).

Moves pipeline_new files under the ci directory, following the change in the CODEOWNERS file for Verify frontend code to be in the same directory.

How to set up and validate locally

1. Pipelines should pass.
2. You can still create a pipeline manually by going to CI/CD > Pipelines > Run Pipeline
