What does this MR do and why?

Removes feature flag that is no longer needed. Implemented in !106484 (merged). See https://gitlab.com/gitlab-org/gitlab/-/issues/384527#note_1226295701.
adds missing feature categories for free user cap specs.

note fully rolled out into production on .com(will only run on .com due to surrounding code this is invoked inside) - https://gitlab.com/gitlab-org/gitlab/-/issues/385233#status
