Docs: Remove deprecation notice in POST /runners

What does this MR do and why?

Describe in detail what your merge request does and why.

This MR removed the mention to deprecation in the REST API documentation for the POST /runners endpoint. The token value is not deprecated, but the whole endpoint will become a non-op at some point when the new registration mode is well-established.
