Add allow_runner_registration_token application setting
What does this MR do and why?

This MR creates a database migration to add a allow_runner_registration_token setting to application_settings table (default: true), as per https://docs.gitlab.com/ee/architecture/blueprints/runner_tokens/#details. It also exposes the setting in the REST API. It will be followed by a similar MR to add the setting to the root namespaces.

Verify that the setting is indeed present in the /application/settings endpoint response, and has the default true value:
