What does this MR do and why?

Adds ability to set confidentiality while creating child Work Items from parent Issue (tasks) or Objective (child objectives or key results).

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Visit any project issue that's public.
  2. Try adding a child task, and you'd notice a checkbox below title input field for task to set confidentiality.
  3. If parent issue is confidential, this checkbox will be checked and disabled since a confidential parent can only have confidential children.
