What does this MR do and why?

In https://gitlab.com/gitlab-org/gitlab/-/issues/372960 we added a banner to the Package Registry to prompt users to answer a survey:
We've since had 600+ responses. I propose we remove this banner in milestone 15.7. That will mean the banner has been shown for about 1 month.

- Go to the project or group.
- Go to Packages and registries > Package Registry.
- Banner is not visible
