What does this MR do and why?

During the implementation of Prepare Confidential Notes MVC for GA (&7407), the terminology was changed from confidential notes to internal notes.

This MR renames existing policies to use internal instead of confidential.

❗ Note : There are no changes in permissions or behavior in this MR, just terminology changes.
