Pulls out storage and seats feature specs for Usage Quotas

What does this MR do and why?

This is a last step in Refactor Usage Quotas feature specs to have ded... (#381108 - closed), where we pull out storage tab specs.

And it turned out that I forgot to pull out some remaining seats specs, so the MR contains two commits:

  • one for storage tab specs
  • one for remaining seats tab specs
