Group-level project templates do not import various settings

Custom group-level project templates do not import various project setting

Not all the settings are copied from the original template when creating a project out of a custom group-level project template.

This MR tackles the import/export of:

  • General

    • Merge requests
      • Only allow merge requests to be merged if pipeline succeeds
    • require squash on merge requests

  • Repository

    • Push rules
      • Committer restriction
      • Check whether author is a GitLab user
