Group-level project templates do not import webhooks settings

Custom group-level project templates do not import the project's webhooks

Not all the settings are copied from the original template when creating a project out of a custom group-level project template.

This MR tackles the import/export of Settings > Integration > Webhooks

How to test it locally

1. Make sure to have a premium tier locally
2. see the video below create group project templates
3. make webhooks in your custom template project in Settings > Integration > Webhooks
4. create a new project from your custom template and check if the webhooks got copied over
