Refactor query counts for pipeline serialization tests

What does this MR do and why?

Extracted from !105237 (diffs)

Because the new preloader batches loading of the same resource, the counts are no longer accurate. I've changed the tests to no longer use a hardcoded value for the number of queries, like the docs suggest.
