Replace milestone status with gl_badge_tag

What does this MR do and why?

With the merging of Use Pajamas badge for status on Milestone report (!106586 - merged), the original problem of the blocky badge was fixed.

This MR now focuses on some refactoring and a fix to ensure that a closed and expired milestone shows as closed rather than expired.

It does also show the 'Open' badge in the list of milestones - see the screenshots below.
